chat box shaamil karne se forum per koi baat nahin karega i think, that is the reason we do not have chat box.

and har koi har waqt tu online hota hai, tu chat main participate kaise karega.

and lastly, chat can only happen on one topic at a time.. where as in forums there are various topics and forums at the same time.
